[SUGGESTION] Turn off the post flooding check

It's a pain to have to wait for it, especially when in the case of Ask / chat / etc threads, it's pretty easy to come up with a reasonable post before the timer is up.

I forgot those exist, as admins don't have it.

I set it to 5 seconds.
